Job Title: Neighbourhood Officer (Grounds and Horticulture)Pay Grade: W3 – W4Directorate: Place and DigitalTeam: Environmental ServicesReporting to: Neighbourhood ManagerJob Purpose:To work with a variety of agencies, community groups and the Council’s environmental contractors to achieve a clean, safe and pleasant environment across the borough. The postholder will undertake the full range of Neighbourhood Officer duties, with an enhanced technical focus on horticulture and grounds maintenance. The role provides professional oversight and technical leadership to strengthen client-side monitoring, quality assurance and informed challenge of contractor performance.Main Tasks:Core Neighbourhood Officer Responsibilities:To develop effective relationships with the Council’s Environmental Contractors to ensure that the Council’s environmental outcomes are delivered.To work with the Police Community Support Officers and Neighbourhood Specialist Police Officers to manage issues that contribute to fear of crime, including graffiti, litter, abandoned vehicles, antisocial behaviour and vandalism.To develop and deliver awareness and educational programmes designed to promote environmental issues.To raise awareness within communities of the impacts of behaviour that negatively affects the physical environment.To enforce, where necessary, fly-tipping and litter legislation using CCTV and the Council’s byelaws in line with procedures.To support the introduction of new environmental initiatives.To support the Council’s emergency planning arrangements and response to civil emergencies.To act as a point of contact for Members, residents, resident groups and stakeholders regarding neighbourhood and environmental matters.To undertake inspections, investigations and monitoring activity across neighbourhood services.Grounds & Horticulture Lead Responsibilities:To provide enhanced technical oversight of horticulture and grounds maintenance standards across the borough, including amenity grass, planted beds, sports pitches, and landscaped areas.To assess seasonal programmes and contractor delivery against specification requirements, identifying trends, risks and areas for improvement.To act as the primary technical point of reference within the Neighbourhood Team for horticulture and grounds maintenance matters, supporting consistent inspection and informed challenge.To provide professional input into service improvement discussions with contractors and managers, drawing on horticultural knowledge and site-based assessment.To support the development and refinement of inspection regimes, monitoring frameworks and guidance relating to grounds maintenance.General Responsibilities:To maintain accurate inspection records and correspondence in line with Council systems.To ensure compliance with health and safety, equality, data protection and Council policies.To carry out any other duties commensurate with the grade of the post.
